The SBA’s OASIS Program

Are you a company that provides complex professional services? Are you Looking for a new or different contracting vehicle to build your business?

 

Good news, the General Services Administration (GSA) has a program just right for you. The One Acquisition Solution for Integrated Services (OASIS) program is a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides flexible and innovative solutions for complex professional services.

 

The OASIS program provides federal agencies with comprehensive, integrated contract options and best value services. OASIS was designed to drive down costs for federal agencies and increase efficiency by reducing time spent developing complex contracts. OASIS provides unrestricted and Small Business (SB) contracts. Through the use of OASIS SB, customer agencies receive small business credit and support socioeconomic competition.

 

As a contractor or service provider, the OASIS program provides streamlined, efficient contracts for work that includes disciplines involving program management services, management consulting services, logistics services, engineering services, scientific services and financial services, to name a few.

 

Both the OASIS Unrestricted and OASIS SB programs each have seven separate IDIQ contracts referred to as “Pools” which span 28 North American Industry Classification System (NAICS) codes. 

 

To obtain an OASIS contract, a company must competitively bid during an “on-ramp” period. On-ramps are the issuance of RFPs targeted to a single pool and/or sub-pool at one time and can be conducted as necessary at the GSA’s discretion. According to the GSA, the primary reasons to on-ramp include the following.

 

  • Inadequate competition levels at the task-order level

  • Mergers and acquisitions that shrink the number of vendors

  • Customer-driven request for a more focused sub-pool

  • OASIS SBs outgrowing their SB size standard after the first option period

 

Don’t miss out on opportunities restricted to OASIS pods! Until an on-ramp happens, it might be in your company’s best interest to subcontract with a current OASIS Prime Contractor. This will give you an in-depth knowledge of how OASIS works and what core competencies and value your company brings to OASIS. Additionally, it is smart to familiarize yourself with the original OASIS solicitations and the structure of OASIS pools, point systems and required qualifications. Future On-ramp solicitations are likely to be nearly identical to the original, so the better you understand the original now, the better prepared you’ll be for the next On-ramp.
